Should a church be allowed to increase the minister's salary if they cannot pay 100% of their apportionments?

I don't know particulars of a situation, but when you pay your apportionments, you are also paying other clergy's salaries who are far worse off (equitable compensation).

It seems to be a question of whether your commitments to the Connection trump betterment to the local church.

This creates an even deeper question, is a local UM church better if they are not paying 100% of their apportionments? Or is that a false sense of success?
